Cheryl Binkly
President & Founding Member
Cheryl Gibbs Binkley taught high school English and Theatre at Justice and Marshall high schools until her retirement in 2016.
​
She has served as an adjunct English instructor at NVCC, and as a university supervisor for student teachers for George Mason University. She is the author of several curricula, and teaching manuals and holds an M.Ed. in Special Education from the University of Virginia.
She is the parent and grandparent of three FCPS graduates.

Nancy Hall
Secretary & Founding Member
Nancy D. Hall earned her doctorate in Education, Higher Education Administration, concentration in Education Leadership, from The George Washington University. She is a product of the Fairfax County Public School System; parent of three FCPSS alumni, former PTA president, and the Secretary of 4PE.

She was the Ambassador's Liaison to the Board of Education, The American Embassy School, Banjul, The Gambia. While serving as the Community Liaison Officer, Embassy Muscat, Oman, she helped establish the American British Academy.
​
Commitment to public education runs deep in Nancy's family. Her parents were Lifetime Members of the National PTA. She has advocated at the local level for educational funding for thirty years.
​
The last two years were especially trying, but 4PE met the challenge, established a firewall, and helped elect 100% of the candidates we supported.

Holly Hazzard
Past President & Founding Member
Holly is an attorney with over 30 years of experience in social justice and nonprofit work. She is passionate about causes such as animal protection, environmental advocacy, education, and children’s rights.
Throughout her career, Holly has served in various leadership roles, including PTA President, nonprofit executive, legislative aide, political activist, and community organizer. She is dedicated to creating meaningful change through her work and advocacy.
Currently, she is the Chief of Staff for Virginia State Senator Barbara Favola, where she leverages her legal expertise and deep knowledge of social justice issues to support policy development and promote legislative efforts that align with her values. Holly holds a J.D. from William and Mary Law School and has spent much of her career advocating for underserved communities.
As a mother of four, she brings a unique perspective and commitment to improving the lives of others, particularly children and families.​​​​​​​​​​​​​​​​​

Marianne Burke
Board Member & Founding Member
Marianne K. Burke, PhD, is a co-founder and board member of 4 Public Education. Also, she is Chair of the Education Working Group for the Virginia Grassroots Coalition and a mother of three graduates from Virginia public schools and universities.
She is a retired research scientist who held positions in several federal agencies, a university and a non-profit organization. Between her undergraduate and graduate education she served as a Peace Corps volunteer in a developing country where she planned and implemented environmental education components of the country's public school curriculum.
While on a special assignment on Capitol Hill, she developed an appreciation for how ordinary Americans can influence our laws. Since then she has been an advocate for legislation and policies that support democratic values and principles, including those that impact public education. She is experienced in the Virginia legislative process and leads 4 Public Education’s legislative initiatives.

Ginge Sivigny
Board Member
A graduate of St. Mary's College in South Bend, Indiana, Ginge Sivigny taught in elementary and high schools across South Bend, Washington D.C., Baltimore, Detroit, and Fort Knox, KY. She married an army officer, raising two daughters while living in Germany, Kansas, and Kentucky before settling in 1983.
Professionally, she worked for a chemical patent attorney in Alexandria and later as a defense contractor with the Center for Verification Research, focusing on de-nuclearizing the former Soviet Union. She spent 15 years at the Defense Health Agency before retiring in 2015.

Passionate about civil rights, Ginge has been involved since the late 60s, participating in the Poor People's Campaign and Resurrection City in D.C. and later in Detroit. A dedicated advocate for gun violence prevention, she joined Moms Demand Action and, post-2016, worked on immigrant and LGBTQ+ protections.
She helped secure the Fairfax County Trust Policy, created a Voters' Guide, and is a liaison for the Virginia Coalition for Immigrants’ Rights. Ginge also studies at GMU's Osher Life-long Learning Institute.​​​​​​​​​​​​​​​​​​​

Vanessa Hall
Vice - President & Founding Member
Vanessa Hall is an active school, church, and community volunteer and parent to one FCPS student and one FCPS alumni.
Whether she is leading a scout troop, Science Olympiad team, or class, she works to ensure the environment is safe, supportive, appropriate, and inclusive for all.

Rick Clayton
Treasurer & Founding Member
Rick Clayton is a retired economist. He spent 40 years at the US Bureau of Labor Statistics eventually leading several employment related programs. Rick holds a Bachelors in Business Administration and Masters in Economics from Ohio University.
As a father of 4, he coached baseball, Odyssey of the Mind and served in a variety of other volunteer jobs. And he has learned about how difficult growing up can be for kids and what needs to be done to help children meet challenges and to succeed.

He believes in the strong institutions that support our democratic system, especially public schools and impartial, data driven policies.

Kimberly Adams
Board Member
Kimberly Adams is a librarian/media specialist with Fairfax County Public Schools (FCPS), where she has taught for nearly 25 years, including five years as a classroom teacher. She has served as Chairperson and Trustee of the Educational Employees Supplemental Retirement System (ERFC) since 2015. From 2013-16 and 2019-22, Ms. Adams served as president of the Fairfax Education Association (FEA), representing FCPS employees with legislators, officials, and the school board.
A mother of two school-age boys, including one with a special education IEP, she is a strong advocate for public education. She has been an advocate for public school funding since 2001 and has worked to protect the arts, reduce standardized testing, and improve FCPS facilities and transportation.
Ms. Adams holds a Bachelor of Science in education from Central Connecticut State University, a Master’s in educational leadership from Concordia University, and a Certificate in School Library Media from the University of Virginia College at Wise.

Robert Rigby
Board Member & Founding Member
​Robert Rigby, a native of Florida but currently a resident of Fairfax County, has worked through public advocacy to ensure that all people connected to Fairfax County Public Schools are safe, welcome, respected and empowered. This includes gay, lesbian, bisexual, transgender, intersex, queer asexual/aromantic/agender employees, students, and families in our schools.
Concurrently, he has helped build community for LGBTQIA+ people, with conferences, workshops, proms and dances for young people, as well as coffee houses and other community events for adults. ​He looks forward to standing up for his Family in the years upcoming.

Robert has been an educator for 41 years; for the first 22, he work with students with disabilities and neurodivergent students in K-12; for the last 19 he has been a Latin teacher at West Potomac, South Lakes and Herndon High Schools in FCPS.

Jenna White
Board Member & Founding Member
Jenna White is a longtime Virginia resident with a strong commitment to public education, mental health, trauma-informed care, and social justice. She has served as a board member and officer for the Fairfax County Council PTA (FCCPTA) and as a Committee Chair for the Virginia PTA.
Jenna is a seasoned presenter, having led over 50 presentations on the local, state and national levels, on trauma, adverse childhood experiences (ACEs), family engagement, and special education.
She was honored with the inaugural Live Healthy Fairfax Award, Behavioral Health, in 2022 for her contributions to improving health and well-being in Fairfax County. A graduate of Fairfax County Public Schools (FCPS) and George Mason University, Jenna is also a dedicated mother of two boys, deeply involved in the special education community.
Professionally, she is a marketing communications professional, as the co-founder and co-owner of the award-winning branding agency, j.a. creative.
